I thought it was a neon sculpture at first.

If I understand the process correctly, Christopher Isherwood (Flickr) made this by tracing the outline in front of the bicycle in the dark with a bike light while photographing with a Canon EOS Digital Rebel XS camera, a slow ISO speed, a wide aperture and a long exposure time.
