One of my pet peeves is when drivers feel like they must race around me rather than just passing me at a normal speed. Regardless of how fast i might go (40km/h, max?) on straight and level road, the car will still go faster then me, easily.

Good points Happy.
Most likely, the intent of the increased fines is to make drivers that little bit more cautious when in or near schoolzones. I don't think that it's because running over an adult is less serious, but adults are generally more "traffic aware" than very young children are.
