    Bike lane backlash

    Cop spotted by Sun parked illegally to get his lunch gets dressing down from superiors

    A Toronto Police officer who parked his cruiser in a bike lane to get his lunch is getting no love from his superiors, who are coming down hard on his "stupid" and "unacceptable" actions.

    On Sunday,the Sun witnessed a city cop sitting inside the Grillway Cafe, at Runnymede Rd. and Annette St., while his cruiser was blocking a bike lane on Annette.

    The officer was parked there for at least 20 minutes before leaving the cafe with a can of pop and a paper lunch bag.

    But instead of protecting their own, Toronto Police brass called the officer's parking actions "stupid" and "unacceptable."

    EXAMINE ISSUE

    Last week, cycling advocates brought the issue of blocking bike lanes for non-emergency reasons to the attention of the Toronto Police Services Board, which asked Chief Bill Blair to examine the issue.

    "That's not kosher at all. It's right in our procedures that, outside of exigent circumstances, you do not park illegally, and that includes in bike lanes," said Sgt. Tim Burrows, of the force's traffic services department. He added higher-ups at the force were "incensed" when they heard about the Annette St. incident.

    "It's very unfortunate that the officer decided to do this, but from the top on down, it's something that will not be tolerated," he insisted.

    Residents said yesterday it's not unusual for officers to park illegally in the bike lane while they get some food at the popular Grillway.

    "They're parked there quite often," said Orest Zakydalsky, who lives a few doors from the cafe. His mother and aunt were both dinged with $60 tickets for blocking the bike lane on the day city management posted bike lane signs without warning during the civic strike.

    "I think it's a bit strange that the very people who are giving us tickets for parking in the bike lane do it themselves whenever they feel like it," Zakydalsky said.

    Staff Insp. Peter Lennox, who runs 11 Division where the officer is from, said he would be issuing a division-wide communique "right away" reminding officers they can't block bike lanes, or otherwise park illegally, except in specific situations.

    "All things being equal, we expect them to follow the same laws as everybody else," Lennox said. "I'm going to make sure people know that that's not to be done.

    "They can park legally along with everyone else when they go into not only the Grillway, but anywhere else in the division."

    Lennox said it's "possible" the officer who blocked the bike lane will face a reprimand, but not without an internal investigation.

    Former police services board chairman Alan Heisey urged current members Thursday to start a ticketing blitz against bike lane blockers.

    Yvonne Bambrick, the executive director of the Toronto Cyclists Union, also raised concerns about the issue with the board last week, calling for the province to double the $60 fine for parking in a bike lane.

    Her association also wants the city's emergency services to use common sense when it comes to blocking bike lanes.

    "It happens all the time," she said. "We totally understand their need when they are working, but when they're having lunch, or whatever, find a side street or a parking space.

      The inconvenience has cut Grillway business 10%, Karathanasis estimated.

      "It's good for the environment, but they should have done a lot more study," he said. "We're treated like second-class citizens. We are trying to bring people in ... if we have no place to stop, they'll go somewhere else."

      "Pretty soon they're going to ask us for a scooter lane, then a skateboard lane," construction worker Chris Makris, 33, said. "If a cop was forced to park legally somewhere, he might be three to four blocks away and have to run back to his car if he has an emergency."

      But Jonathan Van Kenzie said police leaving cruisers in bicycle paths "sends a mixed message," since they issue $60 tickets to other motorists who break the bylaw. Cyclists blocked by vehicles "have to swerve into traffic and that's where you can have a fatality."

    Now, don't police have radios on their vests? All of this "they need to be close to their cars in case of an emergency" is complete malarkey if you ask me. Those who enforce the law should also obey it. I also like how he drove up on the sidewalk so he wouldn't be in the driving lane.

      Councillor Adrian Heaps, who heads up the city's cycling advisory committee, said the issue of cops blocking bike lanes for personal use is, "a fine line."

      "People would be the first to complain that the police didn't answer a call because they're walking down the street to their car," he said.

  8. Once I move this weekend, my bicycle commute will take me from Dupont and Christie, to the very end of Annette. I took a test ride of my entire commute and this stretch is absolutely beautiful. Classic brick homes line the street, small shops boast inviting front entrances, there's a short section of huge churches and a fantastic looking library. The bike lanes show that development in this area is trying to focus on slower, people-powered traffic. There were a few people out strolling on this atypically warm November day, but not as many as I'd expect in such an area. I'm certain many of the people who can afford the homes here, also can afford a car. So, they may stop in to one of these shops if there is parking out front. They have probably been doing this for years, if not decades.

    Now, if police start using the bike lanes to park on lunch, what example does this set for the community? For years, our economy has catered to the outrageous wants of the general public. "More for less" they screamed! Well, you can't keep living that way, said the fringe. And the fringe is right. Communities are for people. Streets are for people. People spend money, not cars. Clear the way so people can come to this neighbourhood however they choose, and if you have to, park around the corner. Add a few extra steps to your day.

  9. I went out of my way to stop for a sandwich in this guy's place yesterday. I told him it was a nice restaurant, a very handy place to grab a bite now that the road wasn't like a freeway anymore.
    I was carrying my helmet so I hope he realized there might be opportunity amidst the difficulty he's having with losing parking spaces.

  11. Great idea, Angus. I kind of like the idea of a reverse boycott in situations like this. Show them what they *could* be getting all the time if they'd just adjust their attitude a bit.

  12. For the public to respect "pigs" again. Pigs should be held to a higher standard. Which in my opinion is double the fine for the crime. This would hopefully make less pigs commit crime or break the law. Then I would call pigs police officers. I noticed a supervisor driving his cruiser down Finch while texting. WTF???

Again, like anything else, and particularly in positions of authority (think police, military, teachers), there are those who took the job because it let them help people, and others who took it because it let them be the boss. Like the "scofflaw cyclists" stereotype, I find the "abusive cop" stereotype to be bigger than its reality. Of course, when a cop is a jerk, it is *really* memorable - partly because of the sheer hypocrisy involved, and often because of the abuse itself can be pretty horrible as they're in a job that sometimes *does* warrant their using force.

    So yeah, my experience has been mostly good cops and a handful of bad ones that really stick out in one's mind. Of course I realize also I'm in a demographic very likely to be well-treated by the cops as well so I may be the wrong one to talk here...

  14. This past weekend I performed a move over two days. I rented a 16 foot truck, something I have very little experience driving. YET! I was able to make several trips to 3 different locations and stop without blocking pedestrians or cyclists. I did block part of a lane of traffic for about 20 mins... and heard a couple honks, even though there was room to go around, only slower.

    That said, people parking in inconveniencing ways really annoys me. Take the extra 2 seconds and park a little further away.

    Spotted this Ambulance at Starbucks on Christie at St. Clair. While no one came by on a bicycle in the 20 mins this ambulance was parked there, a parking cop drove past and kept on driving. The driver did put on the rear red lights... you know, so cyclists would see the MASSIVE WHITE TRUCK IN THE BIKE LANE:
