  1. Has anyone thought about asking Michael Walker to ask the Ministry of Driver Licensing for a one time fee to pay for an awareness course for all Vehicle Drivers. This would make drivers aware of cyclists on the road. They need awareness training not the cyclists. Has he thought out his stupid Bicycle Licensing Program? Who is going to pay for the children under the age of 16? Even the children under 10? Should they need licensing too? When is it going to stop?
    If the Province is looking for some way to enhance the pocket book Michael Walker should give up his perks.

  2. Very good point. Looking only at licensing cyclists only looks at a part of the problem (if you think it helps at all which I'm unconvinced of). Of course I doubt he can do much as drivers' licensing is a provincial responsibility.

    Here's my question regarding cyclist licensing: If this is implemented and we're also implementing bike sharing that would ostensibly be used by tourists, how are we handling *their* licensing? Are we giving them a pass because they're from out of town (by Walker's logic that's even crazier - putting an inexperienced cyclist who is also unfamiliar with the city on the road)

    Doesn't seem very well thought out and hugely reactionary at this point.

  3. Considering I don't live in Toronto but do occasionally ride through, what's his plan for that. It's very unworkable at the local level and totally useless at any other level.

  4. Steyrshrek's got pretty much the biggest show-stopper for this whole thing and it's why I'm getting less and less worried about this bill. (I mean it's meant to spook out cycling advocates anyway. It's a revenge bill for the Jarvis thing.)

    How will licensing be enforced between Toronto's outer regions? I know lots of people who ride in to Toronto almost daily. Heck I used to commute from Port Credit right downtown. How do you license that?

    And then there's the question of tourists, and bike rentals, kids. Does every bike need a plate, or is one enough? I've got 3 bikes myself, one more for my wife, one for my oldest son. Are kids not allowed to ride on the street anymore?

    This bill crushes itself under the weight of it's own scope, of what it's trying to enforce. Even if it passes, it's unenforceable, and it won't last. Just like the other decades that this has been tried. As late as 2005.

    I guess that doesn't mean get apathetic about it, but I'm not letting it put a cloud over my enthusiasm for cycling in Toronto.

  5. OK, let me play the devil's advocate for a moment with this one. What if there really is a need to educate cyclists on the rules of the road? Is there an effective way to do this that is more of a carrot than a stick?

    Forgive me for this not being particularly well thought out - I'm tossing the half-formed idea out to see where it might lead. Anyway, with the potential of HST bringing back a tax on bikes, perhaps we look towards somehow refunding that to someone who successfully passes a written test? One flaw is that those who aren't able to spend much on a bike get the least benefit. Someone who pays $1,000 for a bike may be motivated to do that but someone who spends $150.

    Are there other creative ways to encourage education and testing of adults? (more to take the criticism off the table than to address what I think is a real need)

    Somewhat unrelated but while we're talking about 'scofflaws' - I don't know what it is these past few days but as I walk around my neighbourhood I have seen more and more teen and pre-teen kids riding *really* recklessly. Fast, weaving through parking lots in and out of traffic, out at night in dark clothes with no lights. It bugs me to see folks like this because the perception of 90% of us are affected by this obnoxious 10%.

  6. Oddly I think stepping up enforcement of the current laws may be the best way, which would have to be done anyway in an scenario where the city enacts a licensing scheme.

    And if I got a cyclist's handbook when I purchased my bike(s), I'd probably at least peruse it as part of my new purchase. Like, a biking handbook as good as the driving handbooks they give out that included a fairly good rendering of available bike paths in Toronto would be awesome. Maybe education should start at the point of sale.

    I don't know if the city funds any bicycling advocacy but getting people involved in biking groups for commuting education would be neat as well (like car-pooling, but with bikes... it would allow people who were new and nervous safety in numbers).

    Oh and yeah I was totally one of those kids when I was young, but then again I just got on my BMX and started riding with no guidance at the time (the 80's). I'm going to try and get my kids to bike with a little more caution than I did, but I'm not holding out much hope :)

  7. Good ideas, Scarr. I suspect I'd have been like those kids as well but I lived way outside of a small town on a dirt road. Not really much risk for me. I was going to tell them to get off my lawn but then I remembered I live in a highrise.

    OK I have another idea. How about being tested on the rules of the road gives you a transponder that entitles you to the use of this ;-)

    And as far as enforcement goes, I suspect if there were a real stepping up of enforcement on say bike lane parking at the same time as bikes running red lights there would not be as much resistance to enforcement. But really, at the moment it seems like the tickets being handed out are more to placate folks who feel bikes need to be ticketed more often then actually doing things to keep me safe.

  8. I don't think "this" is a bad idea at all. We spend Trillions on car only highways; critical mass or the “Hundredth Monkey Effect” is not too distant in our future I believe.
