<p>Strict liability entitles a crash victim to compensation unless the driver can prove the cyclist or pedestrian was at fault.</p>
<p>Strict liability encourages more careful driving (and cycling, because a cyclist would be deemed to be at fault for crashing into a pedestrian).</p></blockquote>
